Denis Halliday: The Iraq Sanctions...

focusing on
an imprisoned Syracuse-area oncologist,
the former sanctions against Iraq,
and the "war on terrorism."

Dr. Rafil Dhafir, an oncologist and a prominent member of the Syracuse Muslim community, headed up an organization, "Help the Needy," which sent humanitarian aid to people in his native land of Iraq during the period when sanctions were imposed. He was convicted in 2005 of violating the International Economic Emergency Powers Act, and is currently serving 22 years in prison for a crime he was never charged with in a court of law — money laundering to help terrorist organizations. He is now being held in a secret new prison unit, in Terre Haute, Indiana, that isolates Muslim/Middle Eastern prisoners.

To raise awareness of his plight, the Syracuse Peace Council and the Dr. Dhafir Support Committee will have a public meeting with featured speaker Denis Halliday, former UN Assistant Secretary-General and Head of the UN Humanitarian Program in Iraq, 1997-98. He resigned after 34 years with the UN because the policy of sanctions against Iraq undermined not only the UN’s own charter, but also the Declaration of Human Rights and the Geneva Convention. He will deal with issues related to the sanctions, and others will speak about Dr. Dhafir's trial and the conditions of his imprisonment.
