Noam Chomsky speaks at Mass Global Action Benefit

Legendary author and social critic Noam Chomsky to speak on 'Effects of Corporate Globalization on Massachusetts'

Chomsky is perhaps the most prominent American intellectual and dissident of our times. He is also considered the founder of modern linguistics.

In the introduction to the Chomsky Reader, James Peck writes "In all American history, no one's writings are more unsettling than Noam Chomsky's. No intellectual tradition quite captures his voice. No party claims him; he is a spokesman for no ideology." Unique among the world's political commentators, Noam Chomsky ranks with Marx, Shakespeare and the Bible as one of the 10 most quoted sources in the humanities - and is the only living writer among them.

Born in Philadelphia, PA, in 1928, Chomsky studied philosophy, linguistics, and mathematics at the University of Pennsylvania, where he received his Ph.D. in 1955. His doctoral thesis laid the groundwork for his 1957 book Syntactic Structures that revolutionized the field of linguistics. In the late 1960s, Chomsky emerged as one of the foremost critics of the Vietnam War. Since then, he has been one of the most eloquent and forceful critics of U.S. foreign policy. He has lectured around the world, written over 75books, and is the subject of the feature-length documentary 'Manufacturing Consent.'

What is so unique about Noam Chomsky's achievements is that they were accomplished despite a virtual media blackout from both the corporate and mainstream media. Instead Chomsky has seen his work distributed by activists in community and independent media, punk rockers, and a large grassroots network of unpaid activists.

Antall bostedsløse må ned

I februar skal jeg legge fram en boligmelding. I denne ønsker jeg å legge til rette for å bedre forholdene for de gruppene som har det vanskeligst på boligmarkedet. Jeg er spesielt opptatt av at antallet bostedsløse skal reduseres betydelig. Dagbladet tok opp en del problemstillinger rundt de bostedsløse i Magasinet 17. januar. For å bedre dagens situasjon må vi være villige til å prioritere de boligpolitiske virkemidlene mot de mest vanskeligstilte.

I Norge har alle som ønsker det krav på tak over hodet etter lov om sosiale tjenester. Få av de bostedsløse er derfor uteliggere. Når regjeringen foreslår en utvidet innsats for å forebygge og bekjempe bostedsløshet er målet at  kvaliteten på ”taket” bedres, og tilbudet den enkelte får fremstår som attraktivt. Alle skal gis en mulighet til å skape en verdig tilværelse i eget hjem. For å nå dette målet vil vi styrke innsatsen for å bekjempe bostedsløshet. Husbanken skal ha en sentral rolle både som finansieringsinstitusjon, kompetansebank og koordinator overfor andre statlige, kommunale og frivillige samarbeidspartnere.


Jeg har satt svært ambisiøse målsetninger om resultater jeg ønsker å nå. Jeg vil:

arbeide for å redusere antallet utkastelser betydelig

legge forholdene til rette for at ingen som løslates fra fengsel skal måtte tilbringe tid i midlertidige løsninger som hospits

legge forholdene til rette for at de som skrives ut fra behandling sikres et godt botilbud

legge til rette for at ingen skal oppholde seg i hospits eller andre midlertidige botilbud som ikke har en kvalitetsavtale med kommunen

legge til rette for at ingen skal oppholde seg mer enn tre måneder i midlertidige botilbud som hospits før annen egnet bolig tilbys

Dette er en ny måte å utarbeide en tiltaksplan på. Det er ikke antallet boliger eller tjenesteytere som har fått oppmerksomhet, men hva vi ønsker å oppnå. Kommunene er den viktigste samarbeidsparten når strategien skal gjennomføres. Kommunene har behov for frihet til selv å velge hvordan målene kan nås. Det er kommunene som først og fremst må finne ut hva det vil være behov for lokalt. I enkelte kommuner vil det være behov for kapasitetsøkning på bolig- og tjenestesiden. I andre kommuner vil samarbeid med andre forvaltningsnivåer/etater gjerne være mer sentralt. Jeg vil også trekke fram at det kan være behov for å effektivisere tjenestene i noen kommuner. Vi vet at mange kommuner har en stor boligmasse med beboere som vil være i stand til selv å kjøpe seg en bolig på det private markedet. Disse har ofte en livssituasjon som er bedret siden den gang de ble tildelt bolig.

Jeg vil videre oppmuntre kommunene til å ta samarbeidet med de frivillige organisasjonene på alvor. De frivillige organisasjonene har god kunnskap og kompetanse som er opparbeidet gjennom lang innsats på grunnplan. De er også viktige tjenesteleverandører.

Noe av det første vi må få på plass er et system som kan hjelpe oss å holde oversikt og gi oss kontinuerlig oppdatering av situasjonen. Vi henter fremdeles vår kunnskap om omfanget av bostedsløshet på en undersøkelse fra 1996. Av denne fremgår det at Norge har 6200 bostedsløse. Byggforsk skal legge fram resultatene av en ny kartlegging i vår. Jeg vil fremheve at slik vi definerer bostedsløshet i Norge refererer det til bestemte posisjoner på boligmarkedet. Folk beveger seg mellom disse posisjonene kontinuerlig, også ved hjelp av det offentlige. Det vil derfor ikke være de samme individene som kartlegges i den undersøkelsen Byggforsk nå foretar som sist. De aller fleste er bostedsløs kun for kortere perioder.

Regjeringen har allerede prioritert arbeidet med å forebygge og bekjempe bostedsløshet i Prosjekt Bostedsløse. Det har bidratt til at situasjonen til de bostedsløse har fått stor oppmerksomhet ute i de sju største bykommunene, og de store frivillige organisasjonene. Formålet med samarbeidet mellom staten, kommunene og de frivillige organisasjonene har vært å utvikle modeller og metoder på hvordan bostedsløshet best kan bekjempes.

Prosjekt Bostedsløse har gitt resultater. Blant annet er hospitsbruken i noen av kommunene kraftig redusert. Ut i fra den kjennskapen vi har oppholder det seg per dato ingen barn på hospits. Jeg har også besøkt flere av tiltakene som er opprettet i prosjektet. Jeg er imponert over hva kommunene har fått til. Jeg har møtt mennesker som kanskje for første gang har blitt tatt på alvor av det offentlige hjelpeapparatet, slik at de har kunnet skaffe seg et sted de kan kalle hjem. 

I tillegg til å skaffe folk bolig er det viktig å sikre oppfølging av personer som ikke mestrer et boforhold. Sosialdepartementet har derfor i forbindelse med handlingsplanen mot fattigdom bevilget penger til dette. Dermed får vi en mer helhetlig utforming av tilbudet til de mest vanskeligstilte på boligmarkedet.

Samtidig må vi erkjenne at det er en stor utfordring å skaffe boliger til bostedsløse. Da Byggforsk kartla omfanget av bostedsløshet i 1996 dokumenterte de at rundt 60 prosent av de bostedsløse hadde et rusproblem. Tjenesteapparatet oppgav videre at 24 prosent hadde en psykisk lidelse. En del vil derfor ha behov for oppfølging for å mestre et boforhold. Vi må også erkjenne at mange av oss er skeptisk til at bostedsløse får bolig i vårt nabolag. I Trondheim kommune har flere av prosjektene stoppet opp på grunn av naboprotester. Dette kan ha bakgrunn i reelle forhold, men ofte viser det seg at naboprotestene bygger på frykt for det ukjente. Denne frykten viser at det er behov for god informasjon fra det offentlige og ikke minst god oppfølging av den enkelte beboer.

Arbeid med bostedsløse er for den enkelte tjenesteyter utfordrende og interessant. Tjenesteyterne må håndtere mange moralske og etiske dilemma. Dette krever god kompetanse og et bevisst forhold til egne holdninger. Det er i prosjektet opprettet et videreutdanningskurs i boligsosialt arbeid ved Høgskolen i Trondheim. Det skal tas inn nye studenter høsten 2004.

Enkelte personer er sårbare i enkelte situasjoner. Blant annet vil det å løslates fra fengsel være en situasjon som kan bidra til at den enkelte havner som kasteball i hjelpeapparatet og merket for livet av samfunnet. 4 av 10 innsatte bor i usikre og ofte svært midlertidige boforhold. Dette  krever at ulike forvaltningsnivå samarbeider slik at behovet til brukeren settes i sentrum. Det kan også være nødvendig med et utstrakt samarbeid på tvers av kommunegrenser for å oppnå de gode resultatene. Også personer uten bostedstilhørighet bør ha mulighet til å ha innflytelse på valg av oppholdssted.


En strategi som tar mål av seg å bekjempe og forebygge bostedsløshet må være realistisk. Vi trenger fortsatt steder der personer som har kommet i en krisesituasjon på grunn av samlivsbrudd, utkastelse, brann eller annet kan oppholde seg til de har skaffet seg ny bolig. At hospitsbruken skal oppheve totalt er derfor urealistisk. Fokuset bør heller være på at ingen skal oppholde seg på hospits over tid.

Regjeringen  ønsker  å bekjempe og forebygge bostedsløshet. Dette er ambisiøse mål som vil stille krav til budsjettene i årene som kommer. Samtidig håper jeg at den videre debatten om hvordan bostedsløshet best kan bekjempes, ikke begrenser seg til størrelsen på budsjettet. Erfaringene i Prosjekt Bostedsløse viser at det er mange forhold som er avgjørende for å lykkes. Vi er avhengig av en aktiv innsats fra den bostedsløse selv, god kompetanse til tjenesteytere, godt samarbeid mellom sektorer, forvaltningsnivå og til frivillige organisasjoner. Til sist vil også våre egne holdninger spille inn på mulighetene til at bostedsløse kan tilbys boliger.

Their repertoire mixes serious themes with the kind of humor that many of us find necessary to sustain ourselves during these dismal times, particularly as we anticipate the upcoming inauguration.

We are gathering at Lake Ella a little before Noon on January 20, Inauguration Day, to join drummers around the country drumming for peace as Bush takes his oath of office. He is scheduled to take the oath at 12:00 Noon, so try and get there a little before that. We'll be around the Gazebo if possible, if not, just find the drumming.
Bring a drum, rattle or any ceremonial type instrument if you like. Mainly just bring yourself.
The rhythm we'll be doing is the heartbeat - about 60 beats per minute - easy, everyone can participate, even with soft clapping.
I'll be there at 11:30.

I am writing this note to inform you of a project I am working on. ì1000 Drums for Peaceî On the day that the 1000th US soldier died in Bushís folly in Iraq I started thinking of ways for all progressive communities to unite, at least in spirit, in protest. Here is the plan. At the very moment the Bush begins taking his oath of office drummers and drum cricles all across the country will begin to play the same beat at the same time. United together in rhythm and protest

The goal is to have Drummers for Peace in each of the every state in the union. So far we have drummers in Kentucky, Tennessee, West Virginia, Ohio, Indiana, New Mexico, Pennsylvania, Nebraska, Colorado, California, North Carolina, Connecticut, New York, Maryland, Michigan, Texas, Illinois, and more... There is no telling how far this could go..... Imagine, Drummers across the country all united at the same time, with the same drum beat, a drum beat for Peace, a drum beat for freedom, a drum beat against the Bush Corp., the war in Iraq, and the cultural war being waged against all of our progressive communities. Make no mistake we are under attack and we all know it.

The event will be Jan. 20 as Bush starts his Oath of Office. He will begin with the word "I". That is when the drumming starts. The beat we will play is the heart-beat. Put your head on the chest of some one you love and play their heartbeat. We play our loved ones heart beat for peace.
