Green Line Extension in to Somerville: State House Hearing

1:00 PM - 4:00 PM

One week from today there willbe a critical State House hearing on reconsideration of the "transit commitments" including the Green Line extension through Somerville.

The future of improved public transit is at risk. We deserve superb, clean rail-based transit. Please participate if you possibly can, and urge others to do so as well.

Massachusetts Must Honor Its Green Line Commitment
Citizen Turnout for December 14th State House Hearing is Critical

Somerville citizens have stunned the state with our passionate commitment to better transportation. Over the last two years, more testimony about regional transportation needs has come from Somerville than the other 100 cities and towns of the Boston region combined. The evening the Red Sox clinched the World Series, we turned out 500 citizens to an MBTA Green Line
extension meeting at Somerville High School, and knocked their socks off. Next week we must remind them that we are still here and the promised transportation improvements are not. Our future as a diverse, healthy and prosperous community is at stake.

The hearing will be held by the Department of Environmental Protection to consider whether Massachusetts should abandon three longstanding “transit commitments”. These commitments - the extension of the Green Line through Somerville, the restoration of the Arborway and the connection of the Red and Blue Lines – are binding legal obligations. Under both the Federal plan for the state to comply with the Clean Air Act and the settlement of a lawsuit over the Central Artery, the state is required to complete a Green Line extension through Somerville by the last day of 2011.

The December 14th meeting will begin with a discussion of the transit obligations and raise the possibility of “substituting” for them. By regulation, Massachusetts may only substitute for the Green Line extension if the project “is infeasible due to associated adverse engineering, environmental or economic impacts” AND the Executive Office of Transportation can demonstrate that an alternative “project achieves equal or greater” air quality benefits “in the area where the required project was to have been implemented”.

Next week we must remind them that the burdens imposed upon Somerville residents by metropolitan roads and railways have been heavy and the benefits scant. When the state completed I93 in the early 1970s, they understood that our air quality fell short of Federal standards and would be made worse by traffic increases. We now have over 300,000 vehicles per day on I-93 and local arterial highways. The MBTA has known for decades that 200 diesel commuter trains that pass through Somerville every weekday add to our unique health burdens.

Transportation related air pollution is serious. The Children’s Health Study in California has shown that children who play year round near heavy traffic are 3 times as likely to develop asthma and that children who grow up in heavily polluted neighborhoods are 4 times as likely to never achieve full lung capacity. Over 2000 studies funded by US EPA and others have shown that there is a linear relationship between air pollution and excess lung cancer and heart attack deaths. Massachusetts public health records show that from 1996 through 2000, Somerville had 145 such excess deaths, 29 per year. Our citizens smoke less than average. Yet we lead the 351 cities and towns of this state with 7 excess lung cancer and heart attack deaths per square mile per year. Cambridge and Brookline, which rely on clean transit and pedestrian friendly environments, have far fewer lung cancer and heart attack deaths than the state averages.

Somerville deserves much better public transit. We have 5000 people per square mile who live in households with no cars and 19,000 people per square mile who would be better off with the Green Line extension that has long been promised. Our quality of life, expanded economic opportunity, and the vitality of our diverse community are all dependent upon the future availability of clean transit. Every voice helps.

On December 14th we simply must insist that Massachusetts honor its commitment.

Gardner Auditorium, basement of the State House in Boston

2:00 PM - 6:00 PM

The Boston Redevelopment Authority (BRA) Board is holding its hearing on BioSquare Phase II on Tuesday, December 14, beginning at 2 PM, in the BRA offices at Boston City Hall. The usual process is that: the BRA project manager makes a presentation to the Board, then the project proponent (BU) makes a presentation to the Board, then the meeting is open to public comment, first by those in favor of the project and then by those who oppose the project. BRA has assisted BU with this project from the beginning, including spending $1.4 million to get real estate that it gave to BU for free for part

Court hearing on Proposed Prisoner Fees

10:30 AM - 11:30 AM

On Tuesday, December 14th there will be a hearing before Judge Nikki Clark at 10:30 a.m. at the Leon County Courthouse. The hearing is the result of a lawsuit filed by Kindred Spirits, a small non-profit organization that provides support and friendship to inmates on Florida's Death Row and their families.
The Florida Legislature passed a bill last session that provides for the Dept. of Corrections to charge a fee of up to $6 per month for the use of the prison "banking services." This law impacts all Florida prisoners, not just those on Death Row. All items in prison must be purchased through the canteen, the prison "store." Prisoners buy staples such as toothpaste, soap, thermal underwear, etc. They also have access to a small amount of art supplies. Kindred Spirits sends about $10 per month to about 70 inmates on Death Row. If this law goes into effect the$10 a month may become $4 a month. Kindred Spirits sued the Department of Corrections on behalf of all prisoners in Florida and are represented by the Florida Justice Institute which is handling the case for free.
